Village Finances In Good Shape




Dennis Howell, Archbold village administrator, told members of Archbold Village Council the village financial picture is in good condition.

Speaking to council at its Monday, March 7 meeting, Howell said, “Our general fi- nancial health is good. We’re not setting the world on fire, but neither are we in trouble.”

Recently, the village had a $1.8 million unencumbered balance on the books. That means there was $1.8 million on hand not allocated for a specific purpose.

Also, there was about $477,000 in the water department replacement and improvement (R&I) fund and $529,000 in the wastewater department R&I fund.

Figures were not available, but the village income tax collection was down in February 2011 compared to February 2010.

He also said Kathy Rupp, the village finance director, collected $1,500 for unpaid water and yard clean-up bills through property taxes.

When water bills are left unpaid, or the village mows and maintains the lawn of vacant or neglected property, the property owner is billed for the service.

If those bills are not paid, the charges are placed on the property tax bills.

The county auditor office collected property taxes in February and forwarded the money to various public entities, including the Village of Archbold.

Council reviewed the police department report, and the engineering project report.

Also reviewed was a letter from RTEC Communications, one of two cable television providers in the village, concerning franchise fees. Projects

Howell told council work has been underway on two village projects.

Miller Brothers Construction, contractor for the Lafayette Street extension to Co. Rd. 24, has had crews on site.

Also, he said digging has started at the Archbold Water Treatment Plant for an underground valve chamber.

The chamber will allow access to valves in one of the village’s large underground water tanks, known as a clear well. One of the valves has broken, and the only access is digging down about 30 feet.

Building the chamber will allow access to the valves if they need to be repaired in the future.
