Santiago Indicted Nov. 19 On Theft, Weapons Charges

Manuel Santiago, 33, Archbold, was indicted Nov. 19 by the Fulton County Grand Jury on charges of having weapons while under disability, grand theft of a motor vehicle, breaking and entering, and receiving stolen property.

The charges allege on Aug. 28, he entered a barn in Archbold and stole a small utility vehicle.

They also allege that on Oct. 22, he received a trailer that he knew, or had reasonable cause to believe, was stolen.

Santiago was arrested in Archbold on Oct. 22 on a charge of having weapons while under disability. Santiago has a previous conviction for sexual battery, a felony, and is classified as a sexually-oriented offender

Fulton County Sheriff Deputies and Archbold Police officers searched Santiago’s home after executing a search warrant, and discovered a weapon.

He was taken to the Corrections Center of Northwest Ohio. He is currently free on his own recognizance.

Fermin Guillen, 45, Archbold, was indicted one two counts of driving while intoxicated.

The indictment alleges that on Oct. 27, Guillen operated a motor vehicle while intoxicated.

The indictment alleges that Guillen has been convicted of five or more equivalent offenses within a 20- year period.

Kyle L. McClain, 23, Fayette, was indicted by the grand jury on a single count of assault. On or about Nov. 14, he allegedly caused or attempted to cause physical harm to a police officer while the officer was performing his official duties.

Others indicted:

•Robert Avery II, 41, Delta, indicted on seven counts non-support of dependents; on or about Jan. 4, 2009, to July 14, 2012, allegedly failed to pay child support totaling $6,364.28.

•Jennifer L. Bastian, 28, Delta; indicted on one count, illegal use of supplemental nutrition assistance program benefits or Women, Infants and Children Program benefits; on or about April 16, allegedly sold or transferred supplemental nutrition assistance benefits, WIC program benefits, or any electronically transferred benefit.

•William J. Brandt, II, 34, Wauseon; indicted on one count each, possession of drugs, possession of heroin; on or about Sept. 30, allegedly possessed the drugs Suboxone (Suboxone is a medication used to treat patients who are dependent on a certain class of drugs) and heroin.

•Carla A. Bratton, 55, Wauseon, indicted on one count, illegal use of supplemental nutrition assistance program benefits or WIC Program benefits; on or about the month of January, 2012, allegedly sold or transferred supplemental nutrition assistance benefits, WIC program benefits, or any electronically transferred benefit.

•Jessica A. Carr, 29, Wauseon; indicted on one count each, breaking and entering, theft; on or about April 1 to May 12, allegedly trespassed on another person’s land and stole parts from a three-wheeler, a playground set, two tool boxes, and two patio lounge recliners.

•James L. Friess, 29, Toledo; indicted on one count each, breaking and entering, theft, possession of criminal tools; on or about Aug. 29, 2011, allegedly trespassed in an unoccupied structure and stole cigarettes valued at more than $1,000 but than $7,500.

•Tyrone Hutchinson, Jr., 31, Toledo; indicted on one count each, breaking and entering, theft, possession of criminal tools; on or about Aug. 29, 2011, allegedly trespassed in an unoccupied structure and stole cigarettes valued at more than $1,000 but than $7,500.

•William E. Kempton, 31, Swanton; indicted on four counts, aggravated trafficking in drugs; on or about Sept. 8 to Oct. 1, allegedly sold or offered to sell bath salts, which can be used as a drug of abuse.

•Melissa S. O’Neill, 30, Swanton; indicted on two counts, permitting drug abuse; on or about Sept. 10 and Sept. 20, she allegedly permitted her vehicle to be used for the commission of a felony drug abuse offense.

•Brandy J. Roberts, 33, last known address, Wauseon; indicted on one count each, aggravated possession of drugs, tampering with evidence; on or about Nov. 17, allegedly possessed bath salts and knowing an investigation was in progress, concealed or removed an item with purpose to impair its value as evidence in that investigation.

•Ian C. Ruffer, 22, Wauseon; indicted on two counts, trafficking in drugs; on or about Sept. 30, allegedly sold or offered to sell Suboxone in the vicinity or a juvenile; on Oct. 10, alleged sold or offered to sell the antianxiety medicine Xanax.

•Nicole R. Sgro, 29, Maumee; indicted on five counts, non-support of dependents; on or about March 1, 2010, to Aug. 31, 2012, allegedly failed to pay child support totaling $2,250.30.

•Dale E. Silveous, Jr., also known as D.J. Silveous, 19, Wauseon, indicted on one count, possession of cocaine, trafficking in marijuana; on or about Oct. 11, allegedly possessed cocaine, and transported marijuana for sale.

•Richard L. Vogelsong, 31, Wauseon; indicted on one count each, breaking and entering, theft; on or about April 1 to May 12, allegedly trespassed on another person’s land and stole parts from a three-wheeler, a playground set, two tool boxes, and two patio lounge recliners.

•Michael R. Whittaker, 19, last known address, Perrysburg; indicted on one count, burglary; on or about Sept. 4, allegedly trespassed in an occupied habitation when another person was present or likely to be present, with purpose to commit a criminal offense.
