Council Updated On Railroad Crossings

Donna Dettling, Archbold village administrator, updated Village Council on two of the three railroad crossings in the village at the Monday, March 18 council meeting.

She shared a memo from Bob Seaman, village engineer, which stated Seaman contacted Blake Votaw, Norfolk Southern railroad track supervisor.

Votaw said NS plans to replace the rails on all three tracks at the Defiance Street crossing this spring. Seaman said he asked about an upgrade for the crossing, using concrete or rubber panels.

He said Votaw told him the village would have to pay any additional cost over a standard asphalt crossing, but agreed now would be the time to upgrade the crossing.

Seaman said Votaw will have cost estimates developed for both concrete and rubber panels.

In the same memo, Seaman told council construction started on railroad crossing gates and lights at the West Barre Road NS spur track crossing.

However, “once construction commenced, multiple utility conflicts and the limited existing right-of-way width of the rail spur prevented the installation of the required foundation needed to support (a cantilever mast arm) structure.

“Some equipment at the southwest quadrant was installed, but for reasons stated above, construction was suspended in early 2017.

“As of January 2019, efforts to relocate the cantilever mast arm, or possibly have the mast arm exempted from the project, have failed.

“Currently, construction on the project remains suspended with alternate design options being considered, pending PUCO (Public Utility Commission of Ohio) approval.”
