Council Discusses Tax Incentive, Tax Results

Archbold Village Council discussed some positive signs for the local economy during its Monday, April 5, meeting.

Donna Dettling, village administrator, said ConAgra announced plans to add 116 people to its Archbold workforce, probably in the late summer months.

The information came during discussion of the Monday, March 22 Income Tax Advisory Council meeting.

Two Archbold companies, ConAgra and Sauder Woodworking, have income tax rebate agreements with the village in which the village agrees to refund a small percentage of the income tax payments a company pays if it meets certain job creation requirements.

ConAgra agreed to add 100 employees. Since the agreement was reached, the company has 108 new workers.

Sauder Woodworking agreed to 150 workers; today, it has an additional 183 workers.

There are provisions in the agreement if the companies do not meet their hiring goals, she said.

Dettling said the Sauder Woodworking plan was created in 2014; ConAgra, in 2016.

She said the Sauder Woodworking employment level had remained flat, but not for lack of trying. The problem, she said, has been finding workers to fill new positions.

She said Sauder Woodworking, has been working “as much as they can.”

Also, village municipal income tax results for March were up almost 10.4% over 2019. The year-to-date figure, covering the period of Jan. 1-March 31, was up about 5.8%.

Dettling said Marcia Franks, village tax commissioner, told her that payments by Archbold residents in March were $41,689.09. That’s more than double from March 2020, when the figure was $19,430.40.

Dettling said Franks didn’t have an answer for the increase, but some could be attributed to the mandatory income tax filing requirement.

Dettling added several companies “did a smidge better.”
