Council Amends Ordinances For Marijuana Ban




Archbold Village Council took another step toward banning marijuana businesses in the village at its Monday, Dec. 5 meeting.

While the state of Ohio has made marijuana legal for medical purposes, state officials are still working out the rules for growing, processing, and distribution.

The council action prohibits marijuana-related businesses within the village.

“This keeps it outside the village,” said Jeff Fryman, mayor.

Council also approved transferring money from the water and wastewater funds to the water and wastewater R&I, or Replacement and Improvement funds.

Council approved moving $50,000 to the water R&I fund and $25,000 to the wastewater R&I fund.

Council also approved an amendment of the village appropriation ordinance in preparation for closing the books at the end of the year.

Donna Dettling, village administrator, said a second amendment to the ordinance may be necessary.

Study

Council agreed to spend $20,625 with Clemans, Nelson & Associates, Inc., a Dublin based consulting firm specializing in labor relations.

Dettling said the firm will spend six to nine months developing a comprehensive compensation plan for village employees. The plan will replace the village wage ordinance.

It will update job descriptions, create criteria for each job, and recommend a minimum maximum compensation range.

Council also heard an update on the planning for the 2017 budget.

“We have some very frugal and conscientious department heads who make the job (of preparing the budget) easy. They care about village finances,” said Vaughn Bentz, a councilman.

“We have some new department heads who have picked up where their predecessors have left off,” said Kevin Morton, a councilman.

Other Items

Council reviewed the zoning permits for October, the street department labor report for November, and the police department calls for service report for November.

Council also reviewed the capital project fund payment status report, as of Dec. 1.

Kenny Cowell and Ed Leininger, councilmen, were absent.

The next meeting is Monday, Dec. 19, 7 pm, in council chambers.
