Change Funding Scheme For Emergency Management Agency




Jim Wyse, Archbold mayor, told members of Archbold Village Council the cost of funding the county Emergency Management Agency is going up.

Speaking to council at its Monday, Dec. 2 meeting, Wyse said historically, each county entity paid $600 per year toward the operating cost of the agency.

But with state and federal grant funds drying up, the EMA board recently voted to charge each political subdivision or entity 50 cents per resident.

The Ohio Department of Development estimates the 2012 Archbold population was 4,327, so 50 cents per resident is roughly $2,163.50.

Wyse, a member of the EMA board, said some townships expressed concern. For example, German Township will be required to pay 50 cents per German Township resident, including those in Archbold.

The Department of Development estimated the German Township population was 6,411 in 2012, so German Township would contribute $3,205.50 to EMA operations.

In 2012, Fulton County had a population estimate of 42,513 residents, making the county share of the EMA bill $21,256.50.

Wyse said the alternative would be for each entity to have its own Emergency Management Agency with its own director– a move that would be cost-prohibitive.

In other matters, Howell said Archbold will become the lead agency for engineering a plan to move a highway.

Officials from Fulton and Henry counties are working to move St. Rt. 66 to Co. Rd. 24, effectively redesignating the county road as a state highway.

Co. Rd. 24 would require upgrades before it could be a state route.

To complete the project, a joint board of commissioners of Fulton and Henry counties must be formed, Howell said.

Council also approved the final change order for the Lindau Street reconstruction, which was reduced by $4,551.19, making the final project cost $655,156.97.

Miller Bros. Construction was the contractor. New curb-and-gutter streets were built on Lindau Street from Short-Buehrer Road to Schlatter Street, West Lugbill Road from Buehrer Street to 150 feet west of Lindau Street, and Schlatter Street at the Lindau Street intersection.
