Brodbeck Named Interim County EMA Chief


Andy Brodbeck Andy Brodbeck Andy Brodbeck, retired chief of the Archbold Fire Department, has been named interim director of the Fulton County Emergency Management Agency.

Heather Kost, current EMA director, will leave her post– one she has held for about 4 1/2 years– Friday, March 24, to take a position in emergency management with the Michigan State University Hospital System.

Brodbeck will work with other county EMA directors to keep the office running until a replacement can be found.

She said plans are to have the position filled by the end of April.

The new director will be selected by the Fulton County EMA Executive Committee.

Members of the group are elected and appointed officials from throughout the county. Todd Grisier, a member of the Archbold Fire De- partment, is chairman.

Kost said the position was posted with various EMA groups, on the Fulton County website, and with the County Commissioners Association of Ohio.


Heather Kost Heather Kost “There’s no training for this. You learn on the job every single day. Sometimes, it’s intense,” Kost said.

A member of Wauseon City Council, her term expires in December. She will not seek reelection.

She and her family will remain in Wauseon, and she will commute to her new job in Ann Arbor.

In her time as EMA director, Kost said she believes the agency has connected more with people in the county. The EMA now has a presence on social media and through a mobile phone application.

EMA provides training for certified weather spotters, who can observe weather conditions and report back to county and other officials. There are now more than 125 trained weather spotters in the county.

She said 70 people attended the CERT (Citizens Emergency Response Team) training and are able to help in an emergency.

“People understand more about what EMA is,” she said.
