Storm Sewer Bid 31% Under Estimate Of Village Engineer

Archbold Village Council awarded Anderzack-Pitzen, a Metamora-based construction company, the bid for a new storm sewer to serve the Lafayette Street area.

Dennis Howell, Archbold Village administrator, said council approved the bid at the Monday night, Feb. 18, council meeting.

The firm bid $686,835, which was 31.3%, or $313,165 under the engineer's estimate, which was $1,000,000.

The project calls for the installation of 78-inch and 66- inch storm sewer pipes. The 78-inch pipe is 6 feet, 6 inches in diameter; a 66-inch pipe is 5 feet, 6 inches.

The storm sewer pipeline will be placed at an angle under Short-Buehrer Road.

There will be an open cut through the street, as opposed to boring under the street.

The storm sewer will then run north, along the west side of the Archbold Evangelical Mennonite Church construction site, to Lafayette Street.

The street will be extended to meet the storm sewer.

Howell said Anderzack-Pitzen officials want to start the project soon, but the start date is dependent on the weather.

The company has done several projects in Archbold, the most recent being the South Defiance Street reconstruction in 2004.

Other Bids

There were 10 bidders:

•Underground Utilities, Monroeville Mich.; bid $712,835; $25,660 (3.74%) over the winning bid; $287,505 (28.8%) under the engineer's estimate.

•Crestline Paving & Excavating Company, Toledo; bid $764,880; $78,045 (11.4%) over the winning bid; $235,120 (23.5%) under the engineer's estimate

•Vernon Nagel, Napoleon: bid $770,392.50; $83,557.50 (12.2%) over the winning bid; $229,607.50 (23%) under the engineer's estimate.

•Hank's Plumbing & Heating Company, Toledo: bid $811,020; $124,185 (18.1%) over the winning bid; $188,980 (18.9%) under the engineer estimate.

•Edward Kelly & Sons, Northwood: bid $818,850; $132,015 (19.2%) over the winning bid, $181,150 (18.1%) under the engineer's estimate.

•Gleason Construction, Napoleon: bid $839,950; $153,115 (22.3%) over the winning bid, $160,050 (16%) under the engineer's estimate.

•E.R. Zeller Excavating, Temperance, Mich.: bid $845,350; $158,515 (23%) over the winning bid, $154,650 (15.5%) under the engineer's estimate.

•Mauldon Construction, Mason, Mich.: bid $902,290; $215,455 (31.4%) over the winning bid, $97,710 (9.8%) under the engineer's estimate.

•Miller Brothers Construction, Archbold: bid $1,023,845; $337,010 (49.07%) over the winning bid, $23,845 (2.4%) over the engineer's estimate.

Streetlight

Howell said council authorized Toledo Edison to install a streetlight at the intersection of Short-Buehrer Road and Lawrence Lane.

Under the village street lighting contract with TE, the village won't be charged for the installation, but the cost of operating the light will be charged to the village monthly.

Council also transferred $50,000 from the general fund to the cemetery fund. The money will fund general cemetery operations.

Council members also reviewed the finance report, engineering project status report, police and fire reports for January, and the water department annual reports. Council also reviewed the Ohio Gas service invoice for February.

Next council meeting is Monday, March 3, at 7 pm in the Council Chambers.- David Pugh
